Gingrich Still on Defense for House Ethics Reprimand That Cost $300G

In 1997, the House reprimanded Newt Gingrich for bringing discredit on the House, even though the ethics panel made no finding on the legality of using tax-exempt groups to raise money, and the IRS later said it was not illegal. Still, the former House speaker finds he has to defend himself.
